Discovery Natural Resources LLC is a domestic, onshore exploration and production company with over 1,000 wells in operation in Texas.

The HSE Director is responsible for directing Discovery’s Health, Safety and Environmental functions.This position provides overall management and guidance for the Company in all HSE matters and leads the company to excellence in HSE performance.

Primary Responsibilities

  • Provide strategic leadership and direction to Discovery’s Health, Safety and Environmental function.
  • Implement and execute strategic initiatives aimed at injury prevention, risk management, and general safety performance improvement.
  • Oversee all HSE related training and develop new programs as necessary.
  • Ensure 100% compliance with respect to safety and environmental program by employees, contractors and vendors.
  • Conduct and/or coordinate Company-wide safety audits.
  • Conduct environmental due diligence of potential acquisitions.
  • Manage contractor safety program that includes: contractor expectations/contractor safety screening, contractor drug & alcohol programs, contractor safety meetings.
  • Oversee and monitor regulatory compliance in air permitting, storm water management permits and plans, spill prevention plans, hazardous waste management, land permitting and maintenance, water treatment, injection well permitting and maintenance.
  • Oversee and monitor health and safety regulatory compliance with federal, state and oil and gas commission regulations and rules.
  • Conduct trending analysis on development of targeted safety programs and policies.
  • Create and maintain reports on safety performance and initiatives.
  • Manage the health and safety department’s budget, allocating resources for training.
  • Develop presentations to senior management to communicate the state of HSE initiatives at Discovery and work with General Counsel to produce an annual Corporate Responsibility Report.
  • Interact with members of Audit & Risk Committee.
  • Act as the Company representative on HSE forums related to oil & gas activities.
  • Work with state and federal agencies as an industry representative for rule modifications and new rule development.
  • Work with Legal in preparation of HSE related lawsuits.
  • Provide HSE related information and guidance during senior management staff meetings.
  • Guidance and professional development of the field HSE staff.

Education and Experience

  • Bachelor’s degree in Safety, Environmental Engineering or related field.
  • Minimum of 15 years’ HSE experience in the oil and gas industry.
  • At least 10 years of supervisory experience.
  • Experience in state and federal oil and gas air permitting and compliance preferred, including but not limited to NSPS OOOO/OOOOa/OOOOb/OOOOc, JJJJ, MACT ZZZZ, Subpart W, Methane Emissions Reporting Program (MERP), and proposed methane, air and climate rules.

  • Ability to travel up to 25%.

Compensation and Benefits

  • Estimated pay range: $210,000 – 230,000 (depending upon experience of the successful candidate)

*Most of the job is done in an office setting. Field travel required 10% – 15%; adverse weather conditions may exist. Variable work hours including nights and weekends.
