Discovery Natural Resources LLC is a domestic, onshore exploration and production company with over 1,000 wells in operation in Texas.
Reporting to the Senior Regulatory Supervisor, the Regulatory Compliance Specialist is responsible for assisting with preparing, submitting, tracking, and maintaining all required Railroad Commission of Texas (RRC) permits, filings, and regulatory records for Discovery’s upstream oil and gas operations in Texas. This role supports drilling, completion, production, and plugging activities by ensuring compliance with applicable RRC rules, special orders, and reporting requirements. The position is well suited for a mid-level regulatory professional with working knowledge of RRC forms and processes.
This position is located in Discovery’s Denver office and may require periodic travel (10%) to field facilities in Texas and periodic work in outdoor and industrial facility environments. This position requires a self-motivated, hard-working team player who pays attention to details. Strong organizational and communication skills are essential.
Primary Responsibilities
- Maintain in-depth knowledge of existing and proposed RRC regulations and how they impact operations
- Prepare, submit, and monitor RRC permit applications and regulatory filings, including but not limited to:
- Form W-1 (Application to Drill, Deepen, Reenter, or Recomplete a Well)
- Completion Reports (Form G-1 / G-5, W-2)
- Certificate of Compliance and Transportation (Form P-4)
- Form H-1/H-1B / H-14 (Disposal and Injection Well Permits)
- Form W-3A / Form W-3 Plug and Abandonment Filings
- P-5 maintenance support as needed
- Track permit approvals, conditions, and special provisions; communicate requirements to internal stakeholders
- Maintain accurate regulatory records for wells, leases, units, and facilities
- Assist with responses to RRC data requests, compliance inquiries, and audits
- Monitor well status changes and regulatory deadlines to ensure timely filings
- Support compliance with RRC rules related to drilling, production, plugging, venting/flaring, and disposal operations
- Work closely with Drilling, Operations, Land, Engineering, and HSE teams to gather required data and ensure permit accuracy
- Coordinate with consultants, surveyors, and engineers to obtain plats, AFE coordination details, and technical exhibits
- Communicate permit status and regulatory constraints to field and office teams
- Track upcoming and recurring filing obligations
- Assist with internal reporting related to regulatory and HS&E compliance status.
- Provide regulatory interpretations and technical advice to operations team using effective communications techniques
- Develop and deliver training geared toward education of operations staff in areas of Regulatory compliance
Education and Experience
- Mid-level position for degreed individuals with a bachelor’s degree, OR equivalent experience and training
- 2 or more years of experience in RRC permitting, additional experience in HS&E preferred
Skills and Knowledge

- Familiarity with upstream oil and gas operations and well lifecycle terminology
- Strong attention to detail and ability to manage multiple priorities under deadlines

- Must possess effective written and oral communication skills
- Ability to work independently, make decisions, delegate as necessary and handle multiple tasks
- Work is frequently non-routine, and incumbent must be able to work without detailed instruction
- Must possess sound technical and regulatory judgment
- Proficient computer skills with experience in Microsoft Office Products. Experience with Merrick and Peloton software suites is preferred
- Must have ability to travel to Texas two to four times a year
- Must have a valid driver’s license
- Operate a vehicle safely (in all weather conditions) to drive to oil & gas equipment locations located in rural/open range country
- Demonstrate knowledge of safe work behavior and habits
- Ability to walk on uneven surfaces
- Incumbent must be able to move from location to location, hear and be heard, prepare written communications, present information to others, and enter data into various programs
Compensation and Benefits
- Estimated pay range: $75,000 – 100,000 (depending upon experience of the successful candidate)
